Caleb joined the Commission’s Communications Division in 2017 and became an Advisor to Commissioner Houck in 2025. While in the Communications Division, Caleb authored Resolutions awarding broadband infrastructure grants for the California Advanced Services Fund and Federal Funding Account, managed the budget of the California LifeLine Program, and informed local and Tribal governments about available funding opportunities in the Broadband Caseworkers.

Caleb holds a B.A. in Political Science and Economics from Swarthmore College and an M.A. in International Economics and Political Economy from Johns Hopkins University’s School of Advanced International Studies. Outside the Commission, Caleb advocates for safe, equitable, and sustainable transportation in the Bay Area.
