State/Federal and Special Projects Advisory Section
Aaron Bloom is the Assistant General Counsel over the State and Federal Advisory and Special Projects Section. The Section provides advice to Commissioners and staff on an array of state and federal legal matters, including energy, transportation companies, legislation, rail safety, and utility finance. The Section also handles special projects that may arise or be assigned by the General Counsel.
Before joining the Commission, Aaron worked for the County of Santa Clara County Counsel’s Office, including serving as Lead Deputy County Counsel for the Jail Reform and Custody Operations Team. At the County Counsel’s Office, Aaron provided advice to the County Executive’s Office and several County departments on a range of issues, including criminal law, healthcare, COVID-19, general government, and enforcement matters. Aaron also litigated cases in state and federal court, including leading the Office’s lawsuit on behalf of the People of the State of California against Intuit, Inc. for alleged false advertising of its TurboTax products, and helped spearhead the County’s building electrification ordinance. Before working for the County Counsel’s Office, Aaron spent approximately six years as an associate at Gibson, Dunn & Crutcher LLP in the White Collar Defense and Investigations and Litigation practice groups. He graduated from NYU School of Law magna cum laude in 2011 and from Williams College cum laude in 2006.
