CANDACE J. MOREY, Assistant General Counsel

Candace J. Morey joined the Commission’s legal division in 2009.  Her practice has focused on electricity generation planning, renewable energy integration, and wholesale electricity market design.  She has represented the Commission in energy matters before the Federal Energy Regulatory Commission and in Federal Court appeals from FERC orders, and the Office of Ratepayer Advocates in applications seeking Commission approval of new generation resources.  Ms. Morey served as an interim advisor to Commissioner Martha Guzman Aceves from January 2017 to May 2018.   

From 2004-2009 Ms. Morey was a litigation associate for Fenwick and West, LLP in San Francisco, focused on intellectual property litigation and pro bono projects.  From 1998 to 2000, before attending law school, she worked as a transportation analyst for the Union of Concerned Scientists in Berkeley, CA on campaigns to reduce criteria air pollutant and greenhouse gas emissions from the transportation sector. 

Candace became the Assistant General Counsel over the State and Federal Advisory Section of the Legal Division in April 2020.

Candace obtained her JD cum laude from Harvard Law School in 2004.  In 1998 she received her BS magna cum laude in Biological and Environmental Engineering from Cornell University.  She is admitted to Tau Beta Pi and was a four-year recipient of a Cornell Tradition Fellowship.
