CANDACE J. MOREY, Assistant General Counsel
State and Federal Advisory
Candace Morey joined the Commission’s legal division in 2009 and became the Assistant General Counsel over the State and Federal Advisory Section of the Legal Division in April 2020. Her supervisory areas and legal practice are focused on wildfire mitigation safety and cost recovery, electric generation planning, renewable energy integration, and wholesale electricity market design. She has represented the Commission in energy matters before the Federal Energy Regulatory Commission, Federal Courts of appeals, and the California Supreme Court. She previously represented the Office of Ratepayer Advocates in Commission proceedings relating to resource planning and procurement. Ms. Morey served as an interim advisor to Commissioner Martha Guzman Aceves from January 2017 to May 2018.
From 2004-2009 Ms. Morey was a litigation associate for Fenwick and West, LLP in San Francisco, focused on patent litigation and pro bono projects challenging the Bush Administration’s Terrorist Surveillance Program. Prior to law school she worked as a transportation analyst for the Union of Concerned Scientists on campaigns to reduce criteria air pollutant and greenhouse gas emissions from the transportation sector.
Candace obtained her JD cum laude from Harvard Law School in 2004. In 1998 she received her BS magna cum laude in Biological and Environmental Engineering from Cornell University. She is admitted to Tau Beta Pi and was a four-year recipient of a Cornell Tradition Fellowship.
