Federal Advisory Section

Chris is the Assistant General Counsel for the Federal Advisory Section. Attorneys in the Federal Advisory section help oversee the CPUC’s engagement with the Federal Energy Regulatory Commission (FERC) and other federal agencies, as well as other types of federal litigation when they arise.

Chris joined the Commission in 2017.  In addition to work on Renewable Portfolio Standards, energy storage, and ex parte issues, Chris has represented the Commission at every state and federal court level in litigation brought against, and by, the Commission. 

Before joining the Commission, Chris had 15 years of very active civil litigation experience at the state and federal level, with numerous trials and appellate representation, during which time he was named a Rising Star and Super Lawyer by Super Lawyer magazine.  In law school, he was part of the Hastings-to-Haiti Partnership, which still is working to advance the rule of law throughout Haiti, and served as a law clerk at the United States Department of Justice, Environmental Enforcement Section, both in Washington D.C. and San Francisco. Before attending law school, Chris taught English, in varying degrees, at Laney College, Khon Kaen University in Thailand, and Harvard’s Institute of English Language Programs.  He resides in San Francisco.
