Ms. Gasser, who supervises Legal Division’s Government Law Advisory section, has been an attorney at the Commission since 2001. Prior to being promoted into management in 2012, Ms. Gasser defended the Commission in a number of federal court actions regarding interconnection agreement disputes under the Telecommunications Act of 1996. She also advised Commission staff on the administration of universal service programs, represented the Office of Ratepayer Advocates in telecommunications-related proceedings, and advised decision-makers in Commission proceedings related to the 2000/2001 energy crisis. Prior to joining the Commission’s Legal Division, Ms. Gasser was an associate attorney at law firms in Washington D.C. and San Francisco, working in the areas of general commercial litigation and government contracting. She is a graduate of Dartmouth College and the University of Pennsylvania Law School.
