The Equity and Access (E&A) Grant Program was initially created with 3 separate grant accounts to implement the Budget Act of 2022 (AB 179) and incorporate its statutory purpose. The funding for the initial 3 accounts was awarded or reallocated to other state purposes in June 2024.

However, new funding has been allocated to the E&A Grant ProgramIn September 2024, the California Legislature appropriated $2,000,000 in the Budget Act of 2024 (AB 157) from the Aliso Canyon Recovery Account.

To implement this legislation, the Clean Energy Access (Phase 2): LA County TECH (CEA-LAT) Grant is proposed to provide grants to Community Based Organizations (CBOs) in LA County that perform outreach and education on the Technology for Equipment and Clean Heating (TECH) Initiative. It focuses on building decarbonization, healthy homes, electrification technologies, and health-related impacts. Projects serving the Aliso Canyon Disaster Area and San Fernando Valley will be prioritized.

Submit Comments on the Proposed CEA-LAT Grant Account!

The proposed guidelines, including structure and application requirements, of the CEA-LAT Grant must be approved via a Resolution process. Please see the Resolution M-4875 pending approval. Members of the public may comment on the Resolution until March 20, 2025. Please submit comments to:

If approved, the CEA-LAT Grant Account will award grants up to $200,000 to CBOs that conduct outreach and engagement in Los Angeles County on the TECH Initiative. An application webinar on the CEA-LAT Grant is tentatively scheduled for 11 am - 12 pm on April 23, 2025.

Eligibility

Location

Los Angeles County only. Priority will be given to projects serving the Aliso Canyon Disaster Area and/or the San Fernando Valley.

Entities

Only California tax-exempt organizations under Section 501(c)(3) of the Internal Revenue Code may apply. 

Activities

Potential activities include, but are not limited to:

  • conducting community outreach and education activities
  • activities that enrich outreach and education, such as:
    • staff training
    • evaluating grant project impact
    • coordination with TECH Initiative implementer
