Implementation of Wildfire Mitigation Plans
Electrical corporations are required to prepare and submit tabular wildfire mitigation data to the Office of Energy Infrastructure Safety (Energy Safety) on a quarterly basis in quarterly data reports (QDR). QDRs have several tables comprising wildfire mitigation data, including information on the costs and progress towards the goals and objectives set in the wildfire mitigation plan (WMP). This reporting covers both individual wildfire mitigation initiatives (initiatives) and major categories aggregating mitigations, such as vegetation management or grid design. QDRs support Energy Safety in its oversight and enforcement of electrical corporations’ compliance with wildfire safety. Electrical corporations are subsequently required to submit an annual report on compliance (ARC) to Energy Safety, which addresses compliance with the WMP.
The California Public Utilities Commission (CPUC) consults in the review of WMPs and coordinates regarding information on progress with Energy Safety. Pursuant to Public Utilities Code 8386.3, the CPUC’s role is to ratify the action taken by Energy Safety if it approves the WMP. The CPUC also reviews WMPs to inform its review of the reasonableness of the costs associated with the proposed wildfire mitigation activities.
The following dashboard primarily utilizes the QDR data submissions, with minor adjustments made by SPD where errors are found, to visualize the progress of large investor-owned utilities toward meeting the annual goals/objectives for select wildfire mitigation initiatives. This data may be supplemented with information submitted in the ARC, and responses to CPUC data requests. Initiatives can be identified in both the WMP and this dashboard by their WMP ID. The dashboard also provides estimated cost data of initiatives, where available, including aggregates by cost categories. A subdivision of whether a utility’s work is occurring in a CPUC-designated High Fire Threat District area is also provided. This dashboard will be updated approximately four times a year, as data becomes available. A full list of initiatives is available in the WMP/QDR on the Energy Safety website.
