Water Company Assistance
We regulate privately-owned water and sewer utilities and promote programs that help customers in need and encourage water conservation.
Depending on your household income, you may qualify for a discount on your water services. If your water service is about to be shut-off, you may be able to arrange a bill-payment plan. Contact your water utility to see if you qualify and to sign up.
Low Income Household Water Assistance Program (LIHWAP)
The California Department of Community Services and Development (CSD) is now enrolling water and wastewater systems in LIHWAP. LIHWAP is a customer-based program where qualified, low-income households can apply to their Local Service Provider (LSPs) to receive a one-time credit (up to $2,000) on their water or wastewater bill. Water or wastewater systems must enroll in LIHWAP direct payment agreements for their low-income customers to be able to participate. If you are a water or wastewater system, please take 2-3 minutes to submit an interest form. Once you complete the interest form, CSD’s direct payment coordinator, HORNE, will be in touch to complete the enrollment process.
