The CPUC is required to initiate periodic independent evaluations of the Community Help and  Awareness with Natural Gas and Electricity Services (CHANGES) Program. Verdant Associates were selected to conduct the most recent evaluation, and they will host a public workshop to present the 
final draft report for the 2025 Evaluation. The CHANGES program offers individualized case management assistance, consumer education, and program outreach to Limited-English Proficient (LEP) clients to help them better manage their natural gas and electricity services. The program serves gas and electric customers across the four large Investor-Owned energy utility service territories. This draft report focuses on the benefits and cost-effectiveness of services delivered to CHANGES customers, including comparisons to similar initiatives nationwide, as well as a benchmarking analysis and a market profile analysis for geographic distribution of services and program funding. The webinar will take place on Tuesday, December 2, from 3:00PM to 4:30 PM (Pacific Time), and the CPUC seeks public comments on the draft report.
