The Generation and Energy Storage Section (GESS) of Electric Safety and Reliability Branch (ESRB) implements and enforces General Order (GO) 167-C. Staff performs comprehensive audit, outage inspection, and incident investigation of electric generation and energy storage facilities in an effort to ensure they are maintained and operated in a safe and reliable manner.

Summer Reliability Outage Monitoring Program:

The objective of the Summer Reliability Outage Monitoring Program is to ensure that Generating Asset Owners (GAOs), Energy Storage System Owners (ESSOs), and Investor-Owned Utilities (IOUs) remain committed to the continuous operation and maintenance of their generating assets (GA) and battery energy storage systems (BESS) in accordance with General Order (GO) 167-C during the program’s timeframe of June 1st through October 31st of each year and to prevent disruptions and extended outages during peak demand periods.

The Electric Safety and Reliability Branch (ESRB) of the Safety and Enforcement Division's (SED), monitors all scheduled and forced outages, activities, outreach, and interactions with GAOs, ESSOs, IOUs, the California Independent System Operator (CAISO), and other entities regarding outages and reliability issues at generating facilities. All jurisdictional GAOs and ESSOs are required to report daily outages to ESRB by following the instructions below:

IMPORTANT INFORMATION:

  • Resolution ESRB-9, adopted June 24, 2021, modified GO 167 (now GO 167-B) to allow Commission staff to issue citations for any violation of GO 167-B and aligns the GO 167-B citation process with existing Commission electric citation programs.
