Annual TE Programs and Initiative Compliance Report Template

D.22-11-040 directed the IOUs to complete an inventory of all TE-related data fields the IOUs were reporting to meet Commission TE reporting requirements, including under individual programs, SB 676, the Cost and Load Report, and LCFS. This Decision directed a Data Assessment to facilitate an analysis of all information reported by the IOUs to identify gaps in data reporting, streamline requirements, and improve transparency. On December 27, 2023, an ALJ Ruling requested comment on the Joint IOUs Data Assessment.

D.25-12-005 directed Energy Division staff to work with the IOUs to finalize a template for the comprehensive Annual TE Programs and Initiatives Compliance Report and serve it to the service list upon completion.

The new template consolidates 1) SB 350 Report 2) VGI Report 3) EV Cost and Load Report and 4) elements of the quarterly Energy Division data request.

For the 2026, the IOUs will complete the report by September 30; for 2027 and beyond, reporting will be due by June 30. If changes to the template are needed in the future, Energy Division will consult with the IOUs and stakeholders and notify the service list of any changes before updating the template. Changes will be finalized 120 days before reporting is due.

Safety Checklist: The Safety and Enforcement Division has worked with Energy Division to develop safety requirements checklists associated with the IOUs’ transportation electrification programs that provide guidelines to ensure the safety of utility workers, contractors, and program participants.

 

Previous Data Templates: Transportation electrification infrastructure programs authorized by the Commission required the IOUs to utilize templates for their annual data reporting.

 

Previous EV Cost and Load Report: Pursuant to D.16-06-011, the three large IOUs jointly file the annual EV Cost and Load Report to examine EV customer charging behavior and service and distribution system upgrade costs related to EV load. This report illustrates the costs of infrastructure installed through the IOUs’ EV charging programs, and infrastructure installed through their Electric Rule 15 and 16, and the impact EV rates have on driver charging behavior. Beginning with the report filed in 2023, the IOUs will additionally report on data related to their EV Infrastructure Rules.

Research Database: In 2018, CPUC collected pilot project information through survey on ZEV infrastructure and VGI research. The survey results are publicly available and can be downloaded as an Excel file. The database includes for each project: contact information, location, participants, objectives, rates, funding, timeline, vehicles, equipment, standards, and software.
