About SDG&E and PG&E’s TEAS Programs

The Commission approved Decision (D.) 21-07-028, the Near-Term Priorities Decision, to address the need for additional short-term investments in electric vehicle (EV) charging infrastructure to meet state policy goals, prior to the authorization of the TE Funding Cycle Decision.

To address the near-term priority of medium and heavy-duty (MDHD) EV adoption, pursuant to D.21-07-028 Ordering Paragraph (OP) 2 which outlines filing requirements, Pacific Gas and Electric (PG&E) and San Diego Gas and Electric (SDG&E) each filed Tier 3 Advice Letters (AL) proposing Transportation Electrification Advisory Services (TEAS) programs to provide comprehensive, end-to-end technical assistance (TA) to customers seeking to electrify MDHD vehicle fleets. TEAS aims to guide MDHD customers through the electrification process from initial interest through post-energization. The approved service offerings for each utility are described below.

 

TEAS Program Scope

SDG&E TEAS - Resolution E-5300

Resolution E-5300 approved a three-year program for SDG&E from 2024-2026 with a budget of $16.7 million. The program provides the following service offerings:

  • Web Services- Enhancements to SDG&E's current web-based TE guidance and education services, including development of a MDHD EV fuel savings calculator and an expanded TE Handbook providing a comprehensive overview of the steps needed to transition a fleet to zero-emission vehicles (ZEVs), including information on fleet assessments, vehicle selection, available EVSE, and resiliency considerations when designing EV charging loads.  
  • Fleet Electrification Planning (EV Fleet Plans)- Development of customer-specific fleet plans including total cost analyzes, estimated environmental benefits, available EV options, recommendations for charging equipment type and quantity based on operations, power specifications and load planning, and possible training for operation and maintenance. 
  • Vehicle-Grid Integration (VGI) and Emerging Technology Consulting- Guidance on bi-directional charging equipment and integration of distributed energy resources (DERs), such as photovoltaic generation and storage, as well as general adaptive load management (ALM) education. SDG&E shall provide general ALM education and shall not recommend specific products to customers, as TA must adhere to technology and product neutrality, as required by D.22-11-040. 
  • Implementation Coordination / Pre-Energization Support- Support with steps prior to the customer's energization date, including advising customers on when upgrades may be needed to serve anticipated load, serving as a liaison between the customer and SDG&E departments, providing an overview of capacity analysis, supporting customers with behind-the-meter (BTM) assets and Electric Vehicle Supply Equipment (EVSE), supporting customers installing EV infrastructure under Rule 45, and offering guidance on ALM solutions.  
  • Post-Energization Support- Consultations to help customers minimize costs, implement and maintain load management plans, optimize EV rate and charging schedules, and utilize opportunities such as vehicle-to-everything (V2X) and Low Carbon Fuel Standard (LCFS) credits.

PG&E TEAS - Resolution E-5314

Resolution E-5314 approved a three-year program for PG&E from 2024-2026 with a budget of $18.8 million.  The program provides the following service offerings:

  • Web Services- Support for customers in walking through PG&E's online service offerings, including an EV fleet savings calculator and TE guidebook providing a comprehensive overview of the TE process.  
  • Fleet Electrification Planning- Development of customer-specific fleet plans, which may include total cost analyzes, estimated environmental benefits, available EV options, recommendations for charging equipment type and quantity based on operations, power specifications and load planning, and possible training for operation and maintenance. 
  • Implementation Coordination- Support with steps to coordinate EVSE and BTM infrastructure installations, including: capacity pre-assessment providing information about available circuit capacity, required equipment, and preliminary design; ALM guidance and education about software installation services available from third-party vendors; and unidirectional and bidirectional charger technology guidance on types of chargers available, incentives, and V2X pilots.  
  • Pre-Energization Support- A TEAS advisor offers an initial customer screening to identify potential capacity constraints and works with Service Planning and Delivery (SP&D) for small loads under two megawatts or Distribution Planning for large load or multi-site projects over two megawatts to determine capacity constraints for a proposed site. When capacity constraints are identified, a TEAS advisor works with customers to determine alternative solutions and modify site design as needed. Solutions can include Distributed Energy Resources (DERs), simple load limits, automated load management, or a flexible service connection. *Pre- Energization Support is available to all MDHD customers seeking to electrify their fleets, not limited to underserved communities.
  • Post-Energization Support- Consultations to help customers minimize costs, implement and maintain load management plans, optimize EV rate and charging schedules, develop a plan for EVSE operation and maintenance, and utilize opportunities such as V2X and LCFS credits.

Who is eligible to participate in TEAS?

Both PG&E and SDG&E's approved TEAS programs target MDHD customers, defined consistent with D.20-09-025 as any vehicle with a gross vehicle weight rating of over 8,500 pounds, which includes Class 2b trucks. Both programs are free to participants and entirely ratepayer funded.

Underserved Community Requirements

Consistent with D.21-07-028 OP 1, both programs must allocate at least 50 percent of program expenditures to customers in underserved communities, as defined by AB 841.

AB 841 underserved communities are those meeting one or more of the following criteria:

  1. median household income less than 80 percent of the statewide average;
  2. census tracts at or below 80 percent of the statewide median income or below the Department of Housing and Community Development's low-income threshold;
  3. among the most disadvantaged 25 percent of the state per CalEnviroScreen;
  4. at least 75 percent of public school students eligible for free or reduced-price meals; or
  5. located on lands belonging to a federally recognized California Indian tribe.

 

Charge Ready 2 approved TEAS Programs

About SCE's TEAS Program

Southern California Edison (SCE) TEAS program was authorized under D.20-08-045, as part of the broader Charge Ready 2 program approved pursuant to SB 350 and Public Utilities Code § 740.12 with a budget of $4.8 million. TEAS builds on advisory services first deployed during SCE's Phase 1 Charge Ready Pilot, expanding hands-on technical support to help more business customers navigate the transition to electric vehicles. Unlike PG&E and SDG&E’s TEAS programs, SCE’s TEAS is available to all customer types, not just MDHD fleets.

TEAS Program Scope

SCE TEAS provides free technical education and direct support to business customers, fleet operators, and property owners looking to adopt EVs or deploy EV charging for their territory. The program is designed to remove knowledge and planning barriers that stand in the way of electrification by connecting customers with SCE experts and resources (SCE’s TEAS Fact Sheet). Services include:

  • Fleet assessments and site feasibility evaluations
    • Load management Plan (LMP) info and intake form
    • Electric Vehicle Readiness Study (EVRS) info and intake form
  • Demonstrations, driver training, and ride-and-drive events hosted at SCE's Energy Education Centers in Irwindale and Tulare
  • Grant writing assistance and funding support for eligible customers and fleet operators
  • Targeted outreach to hard-to-reach customer segments, including small businesses and multi-unit dwelling owners

Who is eligible to participate in TEAS

SCE’s TEAS is available at no cost to commercial 

customers within SCE's service territory who are exploring or planning EV adoption or EV charging deployment.

Eligible customers include:

  • Small, medium, and large commercial fleet operators
  • School districts and transit agencies
  • Cities, counties, and government entities
  • Workplaces and public charging locations with employee or visitor parking
