A Data Request will be sent to California broadband providers in March 2025, outlining any instructions or changes in our data collection process. Please submit your data in accordance with the data request instructions by the submission deadline.

Pursuant to Public Utilities Code Sections 281(b)(4), 281.6 and 5895, the California Public Utilities Commission (CPUC) is authorized to collect information from broadband service providers and State Video Franchise holders. All communications providers and video franchise holders certificated and/or registered with the Commission shall submit to the Communications Division by April 15, 2025, broadband and/or video related information as of December 31, 2024, in a form designated by Communications Division Staff (see below).

Who Should Submit Data? 

State Video Franchise holder that has been issued a State Video Franchise from the Commission pursuant to Division 2.5 of DIVCA.

        Files and Formats for Data Submission

        1. Video Deployment Data:
          1.  All Video Franchise Holders must submit video deployment data in .csv (comma delimited) format containing your Serviceable Locations

        3. Gross Revenue Statement:
          1.  All Video Franchise Holders must submit a .pdf (portable document format) file containing the line items and values in their gross revenue statement.

        4. Employment Data:
          1.  Video Franchise Holders with more than 750 California employees must submit an excel workbook or .pdf containing the following:
            1. The number of California residents employed by the Video Franchise Holder, calculated on a full-time (or equivalent) basis.
            2. The percentage of the Video Franchise Holder’s total domestic workforce that resides in California, calculated on a full-time (or equivalent) basis.
            3. The types and numbers of jobs by occupational classification held by residents of California employed by Video Franchise Holder and the average pay and benefits of those jobs.
            4. The number of net new positions proposed to be created directly by the Video Franchise Holder during the upcoming year by occupational classifications and by category of full-time, part-time, temporary, and contract employees.
        5. Methodology:
          1.  All broadband providers must explain how the company handles year-end deployment and subscription information for the CPUC by submitting a .pdf (portable document format) file containing the following:
            1. Describe how the company collects the data.
            2. Describe how the company stores the data.  
            3. Describe how the company processes the data before sending them to the CPUC.
            4. Responses should include (at a minimum, but not limited to) information on software, data processing procedures, personnel, and quality control procedures. Please inform us of your methodology, in as much detail as possible.

        “Serviceable Locations” are locations where communications providers and video franchise holders have built out their broadband and/or video network infrastructure and to which they either currently provide service or could perform a standard installation within 10 days without an extraordinary expenditure of resources. Include latitude and longitude coordinates along with the service address. 

        “Service Address Locations” are locations where communications providers and video franchise holders offer and can provision broadband and/or video services to end user customers. Include latitude and longitude coordinates along with the service address.  

        For both broadband and video data, the submission of Location ID is optional. The CPUC’s license with CostQuest permits the CPUC to collect Location IDs. 

        Confidentiality of Submitted Data

        If you seek confidential treatment of any information provided in response to this request, please comply with the provisions of the Commission’s General Order 66-D with regard to procedures for submission of information to the Commission with claims of confidentiality.

        How to Submit Data?

        All data needs to be submitted using the Broadband Data Upload Portal once you have logged in or created an account. All Fixed Broadband data and video data must be submitted in the identified formats without exception.
