Background

On January 16, 2025, the Commission initiated a rulemaking proceeding to:

  • Consider implementation of remaining components of Senate Bill 355 (2023, Eggman) and consider other potential modifications to the Solar on Multifamily Affordable Housing (SOMAH) program; 
  • Consider modifications to the Disadvantaged Communities Single-Family Affordable Solar Homes program; 
  • Consider modifications to Renewable Energy Self-Generation Bill Credit Transfer tariffs; and 
  • Consider modifications to small multi-jurisdictional utility solar programs and tariffs.

Information on these topics can be found on the Customer-Sited Renewable Energy Generation website and in the Order Instituting Rulemaking (OIR).

The Order set forth a preliminary scope of issues, upon which parties to the proceeding commented on or before February 24, 2025. Parties' opening and reply comments will be available in the Documents tab of the R.25-01-005 docket.

Upcoming dates:

  • March 11: Reply comment deadline  
  • April 7: Prehearing conference (see this ruling for details)  
  • May 12: Scoping Memo and Ruling to be published (business day 60 days after reply comments filed)
