Catastrophic Events Memorandum Account Notification Letters
Commission Resolution E-3238, dated July 24, 1991, authorized utilities to establish Catastrophic Event Memorandum Accounts (CEMA) and to records costs of: (a) restoring utility service to its customers; (b) repairing, replacing or restoring damaged utility facilities; and (c) complying with government agency orders resulting from declared disasters. Resolution E-3238 required the utilities to notify the Commission’s Executive Director by letter within 30 days after the catastrophic event, if possible, if it has started booking costs in the CEMA.
