Transmission Project Review Process
With the passage of CPUC Resolution E-5252 on April 27, 2023, the Commission established the Transmission Project Review (TPR) Process for the state’s investor-owned electric utilities (IOUs) beginning January 1, 2024. The purpose of the TPR Process is to have a uniform process to review IOUs’ FERC jurisdictional capital transmission projects, allowing the CPUC and Stakeholders to receive robust data from Transmission Owners, and to inquire about and provide feedback on the IOUs’ historical, current, and forecast transmission projects.
The TPR Process provides useful information to numerous programs and proceedings at the CPUC. These include: California Environmental Quality Act (“CEQA”) review and permitting, Integrated Resource Planning (“IRP”), the Distributed Energy Resources (“DER”) Action Plan, General Rate Cases (“GRC”), wildfire mitigation and recovery efforts, and the CPUC’s Risk-Based Decision-Making Framework (“RDF”) and Risk Assessment & Mitigation Phase (“RAMP”).
Pacific Gas and Electric
Pacific Gas and Electric (PG&E) began its current cycle on May 1, 2026, with the release of its May 2026 TPR Process Project Spreadsheet. PG&E directs Stakeholders to its website for all publicly available documents and data releases, listed under the case name "Transmission Project Review (TPR) Process [Res.E-5252]." This also includes a non-disclosure agreement (NDA) that eligible Stakeholders can submit to access PG&E’s confidential data. Please direct all PG&E-specific comments and questions, including NDA submissions, to tprprocess@pge.com.

Southern California Edison (SCE) began its current cycle on June 1, 2026, with the release of its June 2026 TPR Process Project Spreadsheet.SCE directs Stakeholders to its website for all publicly available documents and data releases, listed under the drop-down menu for “2026.” Requests to receive and submit a non-disclosure agreement (NDA) for eligible Stakeholders can be directed to ferccaseadmin@sce.com.

This includes the public version of the data and instructions on how eligible Stakeholders can execute a non-disclosure agreement (NDA) to access SDG&E’s confidential data.
