Public informational session with Lumen Energy Strategy, LLC (Lumen) and Spatial Informatics Group, LLC (SIG) - September 10, 2024 10 am–12 pm Pacific.
Information session topic: Launch of the CPUC Equitable Resiliency study, conducted by Lumen and SIG, with the study objective to develop and demonstrate a geo-spatial equitable resiliency index model that leverages existing data-driven tools and bridges gaps in current regulatory policies and practices to facilitate resilient, equitable, cost effective, and affordable, electricity grid infrastructure investments.
In this inaugural information session of a series, learn about the motivations and scope of the study; and provide feedback on data sources, analytical approach, and work plan.

The purpose of this workshop is to allow parties to present their proposals for a multi-property microgrid tariff, previously filed into the record of R.19-09-009, and to allow for questions and public comments. Proposals were presented by the Joint IOUs (PG&E, SCE, SDG&E), Applied Medical Resources, Clean Coalition, Green Power Institute, Microgrid Resources Coalition, PearlX, and Sunnova Community Microgrids California.

Information Session Topic: SCE and Sandia National Labs Final Report on ReNCAT/Social Burden Index Pilot Project.
In July 2023, Sandia National Labs and Southern California Edison introduced their pilot partnership, a project integrating Sandia’s Resilience Node Cluster Analysis Tool (ReNCAT) with SCE’s Community Resilience Metric (CRM) and other utility data to examine relative levels of social burden during full electrical service and hypothetical outage conditions. Social burden (discussed in previous workshops) is defined in this context as an indicator of how hard people need to work to get their basic needs met. In this informational session, SCE and Sandia National Labs report out on their work having integrated utility infrastructure data along with SCE’s Community Resilience Metric into Sandia’s ReNCAT tool. The report includes geospatial depiction of social burden compared across full electrical service and hypothetical outage scenarios.

Presentations by San Diego Gas & Electric (SDG&E) and Sonoma County Junior College District (SCJCD) will discuss how the 4-Pillar Methodology can be used for resiliency planning in two different use cases. SDG&E will demonstrate an in-front-of-the-meter utility use case application of the 4-Pillar Methodology as it applies to successive iterations of their Borrego Springs microgrid. Sonoma County Junior College District will demonstrate a behind-the-meter campus use case as it applies to their long-term resiliency planning including but not limited to their onsite microgrid.

The first workshop in Track 5 of the Microgrids proceeding R.19-09-009 focusing on “Economic & Equity Impacts of Large Disruptions” - May 10, 2022 from 2 pm – 4 pm.
Workshop topic: The Interruption Cost Estimate (ICE) calculator and the Power Outage Economic Tool (POET).
Lawrence Berkeley National Labs is in the process of conducting an update of the ICE calculator, used by many utilities around the country to estimate value of lost load or value of service in General Rate Cases cases and other proceedings where value of service and/or customer outage impact is sought. The ICE calculator is intended to be a tool to estimate short-duration economic outage impacts on customers. The POET tool is currently being piloted to estimate long-duration economic outage impacts on customers. The presentations discuss the components behind the tools including the customer surveys reflecting willingness-to-pay, what is new in the updated version of the ICE 2.0 tool, what information gaps the POET tool aims to fill, and how it differs from the ICE calculator.

Working Group Draft Charter
Ruling and Proposal for Utility Temporary Generation - September 4, 2020
Assigned Commissioner Genevieve Shiroma and Administrative Law Judge Colin Rizzo issued a ruling requesting comment on utility temporary generation and alternatives to diesel for providing substation level power during transmission outages.
The ruling includes an attached proposal for an interim approach to minimizing emissions from temporary generation for 2021, and a process for transitioning to clean technologies and fuels in future years.
Diesel Alternatives Workshop - August 25, 2020
Energy Division hosted a public workshop with stakeholders examining alternatives to diesel generation for the 2021 fire season and future PSPS events. The workshop focused on replacing substation-level generation used for PG&E's Temporary Generation Program.

Staff Proposal for Implementing SB 1339 and Concept Paper - July 23, 2020
Administrative Law Judge Colin Rizzo issued a ruling requesting comment on staff's proposal for facilitating the commercialization of microgrids pursuant to SB 1339.
Track 1 Decision Issued - June 7, 2020
The commission voted to approved a decision for Track 1 of the proceeding. The decision adopted short term actions to accelerate microgrids deployment and related resiliency solutions.
