Through the Telecommunications Education and Assistance in Multiple-languages (TEAM) and Community Help and Awareness of Natural Gas and Electricity Services (CHANGES) programs, community-based organizations (CBOs) across California provide trusted, local assistance to residents, helping them understand bills, resolve service issues, and access financial assistance.
