Reports on Utility Costs

Reports to the Legislature

Sections 910 through 920 of the Public Utilities Code require various reports for the Commission to provide to the California Legislature.  Two of these reporting requirements are noted below.

Section 913 (established pursuant to Assembly Bill 67, 2005) requires the California Public Utilities Commission (CPUC) to prepare a written report on the costs of programs and activities conducted by the four major electric and gas companies regulated by the CPUC. This legislation was enacted in part to determine the effect of various legislative and administrative mandates, and also to provide more transparency into factors driving electric and gas rates. Section 913.1 (established pursuant to Senate Bill 695, 2009) requires the California Public Utilities Commission (CPUC) to publish a report with recommendations for actions that can be undertaken during the succeeding 12 months to limit utility cost and rate increases, consistent with the state's energy and environmental goals. Section 913.1 also requires the CPUC to direct the investor owned utilities (IOUs or utilities) to report on measures that the IOUs recommend be taken to limit cost and rate increases, and those reports are attached to this document. In addition to their annual reports to shareholders, electric utilities file annual reports in a format prescribed by the Federal Energy Regulatory Commission (FERC).  For user convenience, recent reports have been downloaded and are linked below:

Executive Compensation and Outside Donations

General Order (GO) No. 77-M, requires electric and gas public utilities with gross annual operating revenues of $1 billion or more to submit compensation data annually to the CPUC.  The data must cover all Executive Officers and any other employees who received a base salary of $250,000 or more per annum, as well as all other employees who received a base salary of $125,000 or more per annum.  An independent auditor verifies in a letter accompanying the report that all elements of total compensation are fully disclosed, clearly described, and comprehensive. The reports also contain information on dues, subscriptions, and donations paid to outside organizations.  Here are links to recent reports.
